Is MSOE.DLL Essential for Outlook Express?
Msoe.dll is a module containing the functions relevant to the Microsoft Outlook email client. It is also know as Outlook Express Library. Developed and owned by Microsoft, msoe.dll is not a critical system file and can be deleted or disabled if you are not using Outlook Express. As a main 32-bit dynamic link library component, msoe.dll is provided with the original Microsoft Windows installation disk.
The most common errors in connection with msoe.dll are caused by several versions of the same dll file existing within one computer system. The presence of many msoe.dll files will confuse the system and cause instability in the Outlook Express application. Another possibility for errors is the presence of a virus, most likely a Trojan or worm, in your computer. This could cause the system to repeatedly announce “pseudo-errors”.

There is a lot of registry editing and folder replacing required in reinstalling a completely new copy of Outlook Express, and it should be done with the utmost care.
